František Tóth

František Tóth joined ICoCA as an observer in June 2025. His vision is to contribute to a more responsible and transparent provision of security services to private actors. František currently works as a legal expert in the field of human rights and specifically in the prevention of torture and inhuman treatment. Previously, he worked as a legal advisor in the International Law Division at the Ministry of Defence of the Slovak Republic. He also completed an internship at the European Parliament. František holds a Ph.D. in International and European Law from Palacký University in Olomouc. His dissertation comprehensively analyzed the regulation of private military and security companies, including current efforts of the UN Human Rights Council to establish an international regulatory framework of PMSCs. Besides, he is also member of the Centre of International Humanitarian and Operational Law, established by the Palacký University Faculty of Law and the Czech Armed Forces.
